Over the past few decades there have been several legislative and policy developments aimed at implementing provision and support for EAL learners in education; despite this, research shows that successful mainstreaming of EAL pupils has not yet been achieved.
- The Education (ASN) (Scotland) Act 2004 states that ‘Schools have a key role to play in maximising the potential of bilingual learners… and should be proactive in addressing the learning needs, and raising the achievement of bilingual learners’.
- Despite a series of legislative and policy developments aimed at mainstreaming support for EAL pupils, it has been argued across a variety of contexts that a common curriculum has promoted universalism and led to a lack of explicit attention given towards EAL pedagogies and practices.
